Strategic Partnerships

Strategic Partnerships aim to support the development, transfer and/or implementation of innovative practices at organisational, local, regional, national or European levels with the aim of:

– enhancing the quality and relevance of the learning offer in education, training and youth work by developing new and innovative approaches andsupporting the dissemination of best practices;

– fostering the provision and the assessment of key-competences, including basic skills and transversal skills particularly entrepreneurship, languages and digital skills;

– increasing labour market relevance of learning provision and qualifications and reinforcing links between education, training or the youth fields with the world of work;

– promoting take-up of innovative practices in education, training and youth by supporting personalised learning approaches,collaborative learning and critical thinking, strategic use of Information and Communication Technologies (ICT), open educational resources (OER), open and flexible learning, virtual mobility and other innovative learning methods;

– promoting structured inter-regional and cross-border cooperation: enhancing the commitment of local and regional public authorities in the qualitative development of the education, training and youth fields;

– enhancing the professional development of those working or active in theeducation, training and youth fields by innovating and increasing the quality and range of initial and continuing training, including new pedagogies, ICT-based methodologies and use of OER;

– improving the capacities of organisations active in the fields ofeducation, training and youth, notably in the areas of strategic development, organisational management, leadership, quality of learning provision, internationalisation, equity and inclusion, qualitative and targeted activities for specific groups;

– fostering equity and inclusion in education, training and youth, to enable quality learning for all as well as to prevent drop-out and promote participation of disadvantaged groups in society;

– promote entrepreneurship education to develop active citizenship, employability and new business creation (including social entrepreneurship), supporting future learning and career paths for individuals in line with their personal and professional development;

– increasing participation in learning and employability by developing quality career guidance, counselling and support services;

– facilitating the transition of learners through different levels and types of formal/non-formal education and training through the use of European reference tools for the recognition, validation and transparency of competences and qualifications.


These objectives will be achieved through projects that:

– address policy objectives, challenges and needs of a specific field (i.e. higher education, vocational education and training (VET), school education, adult education, youth);or

– address policy objectives, challenges and needs relevant to several fields of education, training and youth.


In addition, in line with the annual Work Programme adopted by the Commission, priority will be given to Strategic Partnerships that aim to:

– foster the assessment of transversal skills and promote the take-up of practical entrepreneurial experiences in education, training and youth work;

– promote the professional development of staff and youth workers in ICT methodologies and support the production and adoption of OER in diverse European languages;

– facilitate the validation of non-formal and informal learning and its permeability with formal education pathways;

– pursue one or more of the priorities describedin the introduction chapters “Education and Training” and “Youth” in Part B of the Programme Guide.

Any groups/organisations(NGOs, Governmental Organisations, Companies with social responsibility) from Programme Countries or from Partner Countries may apply and/or become partners.

How many partners?

At least 2 partners needed.

Project duration?

Between 6 months and 2 years.

Coordinator applies to its National Agency. Partners do not need to send application to their national agencies.



There are 2 deadlines in 2014 (30 April or 01 September, until noon 12.00)


30 April 2014 if your project is in between 01 September 2014 – 28  February 2015

01 October 2014 if your project is in between 01 February 2015 – 30 September 2015


In 2015 there will be 3 deadlines for this action.

    Namangan State University (NamSU) is interested to cooperate under Erasmus+ programme. NamSU was established in 1942 as a pedagogical institute. It is in Namangan province which has almost 2 mln population with 7900 km2 area located in eastern part on Uzbekistan, considered one of the strategically important area. Nowadays NamSU has over 6000 students in bachelor and master degree programs. NamSU has 430 teaching staff which 36 % of them have PhD and Doctoral levels degrees. NamSU offers various courses of study, including 27 bachelor educational programs, 13 masters specialization programs, 5 programs for full-time Doctorate and another 11 programs for part-time Doctorate. The university trains high-skilled specialists in Languages (Uzbek, Russian, English, German), Literature, Social sciences, Law, Political sciences, History, Archive studies, Pedagogy, Psychology, Education, early childhood education, preschool education, Sport, applied art, geography, economy, mathematics, applied mathematics, physics, chemistry, biology, technical sciences, and etc.
    Today the university has academic relationships with more than 40 advanced universities in Europe, Asia and CIS countries. Every year the teaching staff and students attend different scientific events and spend academic visits in advanced universities in developed countries.     In October 29, 2013, Cabinet of Ministers approved order on “About the measures of improving the activities of Namangan State University”. Developing the international relations has given main priority. Therefore, we see Erasmus+ program is one of the good opportunity to develop the international relations and improve the educational quality.
    We are interested in joining as a partner to any possible projects under Erasmus+, especially to develop joint master program and capacity building projects.
